    "content": "Mr. Speaker, Sir, as we look forward on this particular issue, the cumulative loss that took place in this particular area would have been avoided, first of all, if there was clear adherence to the rule of law and proper adherence to the Government Financial Management Systems and to the Procurement Authority Regulations and to our own statutes. We met a number of groups. We had 33 teams from the Ministry. The Kenya Anti-Corruption Commission (KACC) has also visited some of the missions that we visited. If we look at the amount of money that we are likely to lose, it is not only limited to what was lost in the purchase of property. The other Government agencies also use a lot of money. That would have been avoided. Also look at the opportunity cost and the image. I started by saying that Kenya is a premier nation. How are we perceived by the international community? This is something that is critical."
