    "content": " Thank you, Hon. Speaker. I support this Motion to approve Francis Otieno Owino as the nominee for the PS, State Department for Youth. I have few comments to make. First, I congratulate this gentleman for making it this far. I know he has passed through a very long process of recruitment and finding favour with the President for appointment. He has been vetted by the Committee and now he is before us to be approved by the House. Second, I do not think you have to be a youth to be a PS in the State Department of Youth.
