    "content": " On a point of order, Mr. Temporary Deputy Chairman, Sir. This Bill, as you can see, is Bill No. 5 of 2009, and it has been outstanding for a very long time. Mr. Temporary Deputy Chairman, Sir, we are suffering enormous difficulties as a country even with the new Constitution. Particularly, you have noticed reports of renditions of Kenyans arrested and then taken to other countries partly because we do not have a mutual legal assistance law that would be able to bind the State organs. Therefore, with utmost respect to the Committee on Justice and Legal Affairs, I would suggest that even with the change of leadership in that very important Committee, we go ahead with this so that we can enact this law. The sooner the better! Thank you."
