    "content": " Hon. Temporary Deputy Speaker, there is an Act called the Education for Persons with Special Educational Needs Act, 2004. This is what is practised in our primary schools. That is where the issue of integration is. A kid is taken to a special unit in a school system and when he can cope with what is being taught, he is integrated into the mainstream section. So, the special school cannot be separate from the mainstream school."
