    "content": "I join my colleagues who indicate that on the face of Motion, there is nothing unconstitutional about it. Not only because of the reason stated, that you cannot quote legislation to claim it is unconstitutional, but also for the reason that on its very face, all that the Motion seeks to do is to replicate whatever has been done, but now in every constituency without necessarily questioning the basis. Therefore, no matter what the basis of that legislation is, let us have it in every constituency, at least, one primary and one secondary school. That is what it says."
