    "content": "According to school mapping data set of 2008, there are only 3,464 special needs institutions, 38.2 per cent ECDE, 3.4 per cent alternative provision of basic education, 54.1 per cent primary and 4.3 per cent secondary schools, in a country with 2,713 integrated institutions and 751 special schools. Eastern Province recorded the most number of special needs education units with 734, while North Eastern had the lowest with 56 units. Among these, there were 10 public secondary schools for learners with hearing impairment, three for learners with physical handicaps and four for learners with visual impairment making a total of 17 secondary schools for learners with disabilities throughout the country."
