    "content": "Hon. Temporary Deputy Speaker, special education makes it possible for a child to achieve academic success in the least restrictive environment despite the child’s disabilities. We, therefore, need to improve the state of facilities before we think of establishing units in each primary and secondary school. The schools will provide specific programmes or classes for the children. They will also access specialists who will help children with special needs to achieve their goals and reach their full potential in life. Modification in the education programme is also very necessary, for instance, modification of curricula and teaching methods."
