Your own rules dictate that a matter of constitutionality or otherwise of any business can be raised at any time. I know many of you have not looked at the Standing Orders. You are the ones who adopted them in June last year. It has always been like that. A matter touching on the constitutionality of any business before the House can be raised at any point.
