All of us come here to raise points of order and there is no ruling from you on whether a Member was out of order or not. This leaves us completely at a loss, because we cannot tell; even the HANSARD cannot record what direction the Chair was on; whether it was a point of order or not. I request that you give direction in this area. You should either say that a Member was out of order or not, so that the record can bear you out rightfully. Similarly, Members can feel that their concerns are being considered rightfully or wrongfully for whatever reasons."
