    "content": " Thank you, Hon. Deputy Speaker, for according me the opportunity. I commend my good friend, Hon. Machogu, a long serving able District Commissioner during the Moi era, for bringing to this House a very efficient and constructive Report on their benchmarking visit. The essence of benchmarking trips is to enable Members to go and borrow from existing structures so that we can use them to improve our own services here. What worries me is that many Members, departments and personalities from this country, including our Head of State and several senior ministers, go out there to see what is happening there. When you go to the developed world, you find good structures and a clean environment. We want our leaders to prescribe some improvements on our existing physical structures when they come back to the country."
