    "content": "The other issue is the issue of library. Library is a central facility to an efficient Member of Parliament. The Committee needs to put a lot of emphasis in the library. If you go to other Parliaments, like we did recently when we had the opportunity to visit Parliament of German, the first thing you meet when you leave the Chamber is the library. In our Parliament, the first thing you meet when you leave the Chamber is the cafeteria. Why is it like that? The library should be the first facility to access so that Members can go there, do research and come back to the Chamber to contribute. I think the position, the stocking and the quality of materials in the library is very important and should be taken into account."
