    "content": " Thank you very much Hon. Temporary Deputy Speaker. I would like to comment on the second Petition which apparently, I am the first Member to contribute to. However, that does not mean that I am not supporting the first one. I agree with the Hon. Member for Ndaragwa. There is need for a clear policy on the definition of a hardship area. Aridity is probably one of the considerations. There are other parts of the country which are considered to be high potential areas, but which are hard to reach because they do not have roads and are very cold. Public servants who work there need to be considered for hardship allowance."
