    "content": " Thank you. They are very generous. Whereas we should use the current system as effectively and as efficiently as possible, I think the paradigm needs to change. What we should be worrying about are issues of poverty in terms of lack of access to services and lack of access to food and so on. The current formula is too strongly weighted around salaried workers and how they should be motivated. It is true there is no difficulty about that, but there should be a transient arrangement. More functional and more contemporary approach should be looking at incidents of poverty at the household level.
