    "content": " I wanted to say the building surveyor has no role during the construction of a building. In fact, the role of a building surveyor is to inspect an old building. The normal practice in the industry is to inspect Government buildings. So, if he gives a report and a building collapses, at that stage maybe you can charge him, otherwise he will have no role. Taking this fine to Kshs 1,000,000 is too punitive because he has no role, even if that building collapses."
