    "content": "We can also see the Call to Action No.3, which talks about frameworks of monitoring. As I support this Report, I want to say that we have heard, since we went to Beijing in 1995 and in 2000, that they have been placing a lot of emphasis on statistics because we need statistics to assist us in policy making. However, it is time we used statistics to help us to monitor going by the level of domestic violence and the number of the challenges that we experience. It is for this reason that I hope that we can now begin to build capacity, so that we can understand how to negotiate, make policy and implement."
