"content": "Obviously, even if they did not have children, let alone school-going ones, as employees they are entitled to their respective dues, whether they have children or not. It is their right, having been engaged. Hon. Members, on the issues raised by the Chairman of the Committee, the best thing to be done is for the Clerk to invite the Cabinet Secretary. On the issue of composition of the NG-CDF Board, that is a matter that falls squarely within the docket of devolution. The CS for Devolution should move with speed and ensure that the full board is constituted. He should bring the names here for approval. The board is not fully constituted and that is why we are getting all these complications: decisions are not being made because on occasions they do not have quorum. Currently, most of the people on the board are civil servants and that explains the reason there are some of these delays."
