    "content": "Question Time is important. Members will have an opportunity to ask very good questions. We want their voices to be heard by their constituents and the Government Ministries. We are not introducing Question Time through the back door. There are people who will say that we are trying to alter the structure of the legislature. We are not! We are only giving an opportunity to a Member of this House to ask, on live camera in the plenary, his question and be told to appear before a relevant committee. Some of the Members will ask for written answers. You can even say you do not want to appear because you want written answers that you can give to your constituents. Of course, you can ask other matters of national importance not necessarily touching on your constituency. You can even ask a question that concerns the people of Kenya which is a national issue."
