This is because we are going into Committee. The nature of this Motion is such that what you are saying is permissible because we are dealing with our own rules of procedure. It is not like any other Motion. It is really ourselves who want to decide how we want to transact business. So, you will be perfectly within your right to propose the amendment just that we need to see the text of your proposed amendment so that we can approve it before we go into Committee, which we are about to.
