    "content": "Question Time is very good. I assure Hon. Amollo that, indeed, you can only have one person you can hold responsible for deciding on when a question will be answered. It does not matter whether the Leader of the Majority Party is in Government at that point. We could even have a situation where the Leader of the Minority Party, in a presidential system, has more Members in Parliament than the President. Even in that situation, whoever the Leader of the Majority Party is, he will carry out the business of the House and that is the person you should hold responsible for ensuring that a question has been answered by the Government of the day.
