    "content": "Mr. Speaker, Sir, there are Members in this House who have been investigated before, who have appeared before courts of law and acquitted on the merit of their cases. Therefore, we must go into this debate with that background. We must go into this debate seeking to bring out the truth and to have everybody heard fairly. I think we should be debating the following key questions: Was there any reason to believe that there was wrong-doing and if so, how do we get to the bottom of that? I think it is not fair for us to stand here and accuse those who do not have, in their individual capacity, the opportunity to stand here and refute or present the facts to the contrary. Therefore, I want to plead with my honourable colleagues that let us go into this debate in a sober way. Let us present facts and not pass the buck and say, perhaps, it is the civil servants who--- I think we must engage in the debate and look at the merits and demerits of what is in front of us.
