    "content": "An Hon. Member cannot expose his or her body, especially the way Hon. Sabina Chege is dressed. I urge you to rule that she is dressed inappropriately for the House. She is properly dressed for the birthday party but not properly dressed for the Chamber because she has exposed her arms. This is a matter that came before this House before. We must be clear and candid about it. If I come in a short-sleeved shirt with a tie tomorrow, will I be allowed to enter the House? We need to take the business of the House seriously. I urge Hon. Sabina Chege to be allowed to go and dress appropriately for the House."
