    "content": "I want to bring to the attention of the House the fact that between 2011 and 2013, when we were preparing for the election under the Constitution of Kenya 2010, I undertook a programme with police officers during which we talked about police reforms. At that point in time, we were talking about the concept of a police officer on one side being a citizen and on the other side being a service provider to protect the rights of wananchi and enforce the laws of Kenya. Something stood out that I would like to allude to as we continue to participate and discuss this Motion. There is a misunderstanding of the role of the police by police officers themselves and wananchi . Look at this list, as much as I do not know many of the nominees at a personal level, it looks like it is a team that can perform. They are up to the task of being the body that will be looking into the conduct and performance of police officers and the entire National Police Service."
