The amendment essentially seeks to urge us to go ahead and adopt this Report but with certain deletions. So, if you are not happy with the Report the way it is, you should oppose it so that it is defeated. But you do not go there and say that because the Report is bad, I am going to support an amendment. Is the hon. Minister in order?"
