    "content": "Mr. Speaker, Sir, I stand to oppose the amendment. We have come out of a very powerful dispensation in this country; not only are the citizens of this country watching us, but the whole world is watching us. The biggest problem we have in this country is corruption itself. What we know is that corruption is at the top. When I say “at the top”, it is with the big people – the Cabinet and above. It is only going to be fair that this matter is dealt with in the manner it is supposed to be dealt with. The buck stops with the Minister for Foreign Affairs in here. The buck stops with every Minister who is here. Before we came in here, there was a rumour milling around, which I do not want to share, but then we can be accused of cutting deals; one Minister being protected by other Ministers and the other one also being protected by other Ministers. This is a new dispensation and Kenya has to change. The way we did business all along has to change and we have to seize the opportunity for this new dawn. Mr. Speaker, Sir, I oppose the amendment."
