    "content": " Thank you, Hon. Temporary Deputy Speaker. I thank Hon. Njagua for giving me an opportunity. Apprenticeship is something that we need to focus on. This is a country where papers are given more prominence over skills. To align that requirement and the dynamics that come with it, it will be very important that we focus our attention on creating apprenticeship programmes within our constituencies that will hence give the most deserving people papers. This Motion is very important to the extent that we have so many people who are highly skilled in what they do, but they have no papers. We have plumbers, mechanics, carpenters and many other elements of trade."
