"content": " Thank you, Hon. Deputy Speaker, for the opportunity. As you have rightly said, this is in relation to Order No.12, when we move to the Committee of the whole House to consider the Urban Areas and Cities (Amendment) Bill, (Senate Bill No.4 of 2017). Regarding the amendments proposed by the Committee, particularly the amendment that was proposed immediately after Clause 18, New Section 49 of the principal Act, and New Clauses 49A, 49B and 49C, we have consulted with the Chair of the relevant Departmental Committee and we have agreed with him. The Chair may concur with me because this is a very weighty matter since it is a creation of a new fund. In line with our Standing Orders and the Constitution, the amendment qualifies to make the Bill a money Bill. But, in it its original form, it had not been marked as a money Bill. The import of the amendment would make it a money Bill and the matter has been forwarded to the Parliamentary Budget Office and also to the National Treasury. We have consulted with the Chair and agreed that the Committee drops that particular amendment because it would make the Bill a money Bill yet before that it was not."
