    "content": "That being the case, we will have no hurdle in the Committee of the whole House when the time comes. Had it not happened, of course, we would have given them more time to consult and see that we do not offend Article 114 of the Constitution and our Standing Orders by discussing matters that have money implications without involving the National Treasury. That is a good way of handling matters where chairs consult and come with a way forward to make things easier for the House. When that time comes, we will proceed and the Chair of the Departmental Committee on Transport, Public Works and Housing will withdraw his amendments and we will proceed smoothly."
