    "content": "By way of introduction, this Bill was passed by the Senate with amendments on 29th March 2018. The County Governments (Amendment) Bill, Senate Bill No.11 of 2017 seeks to amend the County Government Act No.17 of 2012. The County Government Act of 2012 which was passed by this House because there was no Senate then, wants to do the following: (a) clarify on the commencement and the sitting of a county assembly. For the National Assembly, the commencement date is clarified and the sitting of the Assembly is in this Chamber - the National Assembly. (b) put in place, for the first time, the legal framework for the establishment of the office of the deputy speaker of a county assembly. There was a court judgement on the Murang’a County Assembly where the court made a decision that the position of the deputy speaker in a county assembly is not recognised. So, this amendment...
