It is okay to sit on armrests in bars and restaurants, but not in the National Assembly. This is the behaviour that the Hon. Member for Yatta should be educating the new Member for Kilome about. It is the same behaviour you saw the other day during the Finance Bill where Members turned this Chamber into a Mugithi dancehall, coming to sing mugithi songs instead of debating on the merits and demerits of the Finance Bill.
