    "content": "This Bill will streamline the operations of our county assemblies and governments. It is specific on the issue of the CPSBs. Officers of CPSB in county governments have been mostly appointed by the governors and lack the requisite qualifications to balance between the wage bill and the development agenda of the specific county. That is why the wage bills in our county governments are pathetic, thus leading to ghost workers. This is because if you are employed and there is no space for offices, then it is common knowledge that you become a ghost worker because you report to nowhere."
