    "content": " Thank you, Hon. Deputy Speaker. I support this Bill. I thank the Senate for doing a good job. Article 96 of the Constitution is very clear in terms of jurisdiction when it comes to matters of legislation. The Senate has been wasting a lot of time on some Bills which are not of priority to it. This is the only Bill we are seeing that shows that the Senate is working. This is because all matters of legislation on the interests of the county governments and county assemblies are the mandate of the Senate.
