    "content": "It is, indeed, true that when it comes to matters of legislation, there is no other institution that can legislate in this country. It is Parliament that has the powers of legislation. The court has the power of the interpretation of the law and that is why when this matter of deputy speakers went to court, there was an interpretation that was done. Our work is now to incorporate that gap that was missing. The people who have issues are the speakers of the county assemblies because they can be thrown out any time."
