    "content": " Thank you very much, Hon. Temporary Deputy Chairlady. I want Hon. Osotsi to listen to me. The current IEBC has a function when it comes to delineation of boundaries. That is why the role is given to the chair, but not staff of the IEBC. It is a commissioner. That is what we have. One of the functions of the current Commission is to conduct boundary review. So, we will not change it to a staff member because it is a commission. Out of the seven members, the Commission will form a sub-committee of the Commission that will deal with delimitation of boundaries. What are we dealing with in this Bill? We are dealing with the creation of cities and urban centres, which is about boundaries. So, I really want to urge Hon. Osotsi that he is right, but it is a function of the IEBC to undertake boundary delimitation. So, it is in order."
