    "content": " Thank you, Hon. Temporary Deputy Speaker. May I take this opportunity to thank the Mover of this Motion. Just to remind the House, on 20th February, a petition by Hon. Lentoimaga was tabled in this House. Based on that petition, we visited six counties to assess the flaws in the implementation of this particular fund. From the outset, let me thank the Jubilee Government. In the last financial year, a sum of Kshs25 billion was set aside to take care of vulnerable members of our society. Despite the funding, there are gaps in terms of a legal framework. Why am I saying this? The Social Assistance Act of 2013 has not been repealed yet it has not been implemented fully. Based on this we decided, as a Committee, to bring a Bill to fill all these gaps.
