"content": "I congratulate this Committee for being extremely insightful in the way that they have drafted the Bill. In the principles of data protection, they have outlined guidelines that will be used. The data subject shall be informed of the purpose for which the information is being collected. This is an important and fundamental right to the subject. Mr. Deputy Speaker, Sir, we have had occasions where scientists from outside this country have come and set out to do experiments disguised as data collection. They pay their subjects and tell them to take certain pills and eventually come up with reports. For example, they say that they have done a lot of research on HIV/AIDS in Kenya. This is extremely dangerous for our country. If you remember the case of the University of Nairobi and Majengo slums, the subjects were not even aware of what was going on. In fact, they were not even asked for permission. Rather, they were paid to be used for an experiment."
