When a Minister stands in Parliament to give a Ministerial Statement, it is on behalf of the Government, which includes the Ministry of Foreign Affairs. If he has not received the clarification that he sought from the Ministry of Foreign Affairs, is he admitting that he is not ready to give a full and comprehensive Statement with regard to the issues that have been raised? If that is so, is he seeking time so that we can prepare when he comes back with information?"
