    "content": "Mr. Temporary Deputy Speaker, Sir, we will create a new institution so that these judges are subjected to a transparent process of recruitment. Therefore, it is a very important measure of governance, when you have a reformed Judicial Service Commission. However, I would like to caution the House and the country that vetting of these people must be part of broader spectrum of reforms and requires enormous political will. Therefore, I plead particularly with the two Principals to realise that, however, much you attempt to reform these institutions, if political will is lacking and if there are breaks that are being applied on the implementation of the Constitution, for example, the recent rendition of Kenyans arrested in Kenya and taken out of the country, the dream of a new Constitutional order will never be realized. I would like to emphasize that the new Constitution requires that a Kenyan arrested must, first of all, be presented to a court established by the new Constitution, and a Ugandan court is not such a court; a Tanzanian court is not such a court and a United States court is not such a court. Therefore, this step is very important."
