Speaker, I beg to ask the Agriculture and Livestock the following Question: Could the Cabinet Secretary: (i) Explain why there has always been delays by the Ministry in delivering appropriate subsidised fertiliser to Mwea Irrigation Scheme through the National Cereals and Produce Board (NCPB) depots, which results in exploitation of farmers by traders who sell fertilisers at exorbitant prices. (ii) Give the measures the Ministry is undertaking to ensure that appropriate subsidised fertiliser is made available at the depots at the right time."
