    "content": "I know Hon. Members that it does not fall on us to debate matters that are clearly provided for under the Constitution. Article 96(1) of the Constitution provides that the Senate represents the counties and serves to protect the interests of county governments. Article 96(2), the Senate participates in the law making function of Parliament. Article 96(3), the Senate exercises oversight over national revenue appropriated to the counties in accordance with Article 217 to ensure that it is properly utilised."
