"content": " Hon. Temporary Deputy Chairlady, in functions it is really difficult to put the word “shall”. Let us take, for example, Section 3A(d) to read: “The Board shall recall medical products from the market.” Under what circumstances are you forcing the board to recall? Why is the board recalling? The board may grant or withdraw licences to manufacturers. The function itself means there are circumstances where you do not have to do anything, and there are circumstances where you have to do something. So “may” is actually the appropriate word.
