    "content": " Hon. Temporary Deputy Chairlady, I beg to move: (l) by deleting the proposed amendment to section 23 and substituting therefor the following new proposed amendments− s. Delete the opening sentence and substitute therefor the following new 23 opening sentence− “The Cabinet Secretary may, after consultation with the Council, make rules generally for the better carrying out of the provisions of this Act, and any such rules may, without prejudice to the generality of the foregoing−” Insert the following new paragraphs immediately after paragraph (d)− (e) provide for indemnity for clients against loss or damage arising from claims in respect of any liability incurred by a practitioner or a health institution or the employee of a practitioner or health institution; (f) provide for the training, registration, licensing and regulation of community oral health officers; and (g) provide for the process and criteria for registration and licensing of foreign doctors."
