Madam Temporary Chairperson, as we have established, food production is a function of the county governments. As such, county governments ought to be consulted in all matters relating to food production and security. The implementation of the food security programme will also need the involvement of county governments as key stakeholders in food production and consumption. It will also ensure the national Government programmes have grassroots stakeholders’ involvement and not be the preserve of a few people who may be out of touch with what is happening on the ground."
