    "content": "Madam Temporary Chairperson, I beg to move- THAT clause 12 of the Bill be amended— (a) in sub-clause (3) by inserting the word “county” immediately after the words “conferred on the” in paragraph (a) and; (b) by deleting sub-clause (5) and substituting therefore the following new sub clause— (5) A department in the respective county government shall, in collecting, analysing and disseminating statistics, be guided by the standards and methodologies approved by the Kenya National Bureau of Statistics under section 4 (2)."
