    "content": "The Bill also addresses the issue of pavements. Pavement should be for pedestrians. There is some madness that happens on our roads where you find motorists driving on pavements. I am saying this because if a motorist drives on a pavement, they can easily knock down someone and cause an accident. Actually it is immoral for motorists to drive on pavements."
