    "content": "So, in my considered opinion, this House should not even appropriate resources to buy tea in Government offices if victims of torture, terror and fire have not been compensated. This is a serious issue and I want to plead with the Departmental Committee on Justice and Legal Affairs that in the next budget, we should not appropriate resources for tea in the various Government offices if victims of terror of this nature, who are owed money by the Government, have not been compensated."
