    "content": "and expensive like Kinangop Constituency. It is a big challenge for us who come from constituencies that have many schools and are highly populated. In support of this Motion, the ministry needs to come up with policy guidelines. As Parliament, we need to legislate so that we can have compulsory acquisition of land when it is adjacent to a learning institution. It is becoming a challenge every day with the population growth. As much as we want to expand our schools, you find that it becomes so tricky. I have a case study of several schools in my constituency that are falling prey to foreigners who masquerade in the guise of helping them. There is one school called Kanyugi Primary School, where a foreign contractor has even erected a flag of their country under the assumption that they will help the school. It has become a big issue in the society. We seem to be auctioning our country to foreigners who pretend that they will help us. We have to come up with policies, rules and regulations to make sure that we acquire land that is adjacent to schools. On the issue of funds, the NG-CDF, as far as I am concerned, is not equitably shared out among constituencies. Some of us are very disadvantaged. A constituency with eight wards gets the same allocation as a constituency with three wards. A constituency with about 50,000 households gets an equivalent allocation as a constituency with about 10,000 households. We are expected to spend our money on schools and come up with projects that will touch the lives of our people in equal measure. There is that inequality. To cure such, we need to have a fund like the one proposed in this Motion by Hon. Caleb, so that it acts like an equalisation fund for schools so that schools that do not have land, and where the NG-CDF funds are not enough, can draw from that kitty. This will help in acquisition of land for expansion. Finally, there are schools in towns that do not have land for expansion. The ministry needs to come up with policies that will address such issues in areas that are growing without land to expand so that we can have enough land for expansion and development of schools. I support the Motion."
