    "content": "The other important aspect that we need to look at is what county governments who are in charge of communal land are doing in terms of reserving land for school development. Today, there is a lot of land subdivisions, adjudication and settlement schemes that are going on. The mandate of county governments is surveying and planning. We need to see how we can dovetail that such that school properties are made available during the subdivision and surveys."
