"content": "Mr. Speaker, Sir, the greatest blessings that this country has ever received was in this small garget called the mobile telephone. If you go to our villages today, you will find that most of our people in there have the garget. However, it has become a curse to many poor people in this country. You heard the Minister saying that as from 1st July, 2010, Determination No.2 of 2010 was meant to be effective. However, if you go through the answer that the Minister has given, you will see that he has gone through this issue in stages. I would like to ask the Minister why he finds it difficult to have determinations effected as prescribed by the CCK."
