    "content": "Mr. Speaker, Sir, I think it is very clear that members of the public would feel different because they are enjoying rates which are lower than the ones which are official. I thought that we wanted to have lower rates and not just to follow determination. The determination is standard; it is provided for; it can be reverted back to; it is the maximum, but if people are enjoying lower rates, we should just allow them to continue enjoying lower rates. That is basically what we have done."
