Guys who solve the problems have no certificates. So, they end up being misused in the labour market especially in rural areas, suburbs and informal settlements in urban areas where the poor live. Most young men who have not gone to school have not attained formal education because of their poor backgrounds. They did not have school fees. They performed poorly in primary school and could not move to secondary school because they never attended enough classes to perform well. A very bright young man drops out of school in Standard Eight and cannot sit for any kind of tertiary examination. Such a guy goes to the informal sector and learns a skill, perfects it but ends up being misused by those who have papers. The same guys with papers cannot perform."
